Area and Boundaries
Considered to e among the smaller districts of Tehran, District 16 is located to the south of the City. The highest and lowest points in the District are 1118m (in the northern part) and 1086m (in the southern part) above sea level respectively.
The District is bounded as follows:
North: Districts 11 and 12 – Shoush St., Between the Oil Reservoir and Shoush Square
East: District 15 – Fadayeean Islam St., Between Shoush Square and Azadegan Expressway
South: District 20 – Azadegan Expressway
West: Districts 17 and 19 – Bahmaniar St. and Tondgouyan Expressway.
The total green space area in the District amounts to 290.32 hectares. The green space per person of 9.19 m2 is indicative of the desirable status of the District in this regard. With an area of 46 hectares, Besat Park (the greatest park in the region and one of the greatest in Tehran) is located in the District.
The recent activities in the District include demolishing and confiscating the slums and sheds built to the south of the District in a 19 hectare area, particularly those in the Khazaneh Bokharai Neighborhood between Abrisham Blvd. and Besat Power Plant.
Cultural and Social Situation
The 73 mosques built in the District indicate that people living there are highly traditional and religious. Politically, the residents of the District have always been loyal to the Revolution and the Islamic Republic of Iran with many of them having had an active role during the Iran-Iraq war. For this reason, the District houses many of the family members of war martyrs, as well as Basijis and those injured in the war. Meanwhile, one of the greatest cultural centers in Tehran, the Bahman Cultural Center, is also located in the District. According to the 2005 census, District 16 has a population of 332,000 persons.
In addition to their coordination with the general plans and policies of the Traffic Council and Tehran Municipality Traffic and Transportation Organization, the executive authorities in the District allocate a major part of their annual budget to resolving traffic problems and enforcing traffic geometric plans.

The following are places in the District that, due to their special situation, can cause floating population traffic and even be regarded as traffic gridlocks:
The Second Bazaar in Naziabad and the Javadieh Bazaar
Sang-e Khazaneh Bazaar
The cargo unloading sites in Shahid Rajai and Setareh St.
The Trans-Iranian Railway and Tehran Metro
The South Bus Terminal
Glassware Bazaar in Shoush St.
Sports and recreational centers as well as cultural centers throughout the District
In addition, due to its being located at the intersection of the major roads to Hazrat Abdolazim (PBUH) tomb, Imam Khomeini’s Mausoleum, and Behesht-e Zahra Cemetery, the District witnesses heavy traffic congestion on Thursday and Friday (Iranian weekend).
